80s/90s. Defeated communism, world was relatively at peace, economy was booming, PC didn't rule the world, nobody had heard of a SJW, technological advances were amazing but not to the point now where they have ruined a large segment of society.

Depends on what aspect you are talking about. Culturally speaking, the late 18th/early 19th century was the high point - Mozart/Beethoven/Jefferson/Franklin/Madison/Clausewitz/Ranke/the late philosophes and early Romantics...
But you also have to acknowledge that they still did not have modern medicine, proper sewerage systems, running water, electricity, etc.
Sounds great to some in theory, but most areas with any human population smelled like shite and there was still plenty of disease and infection.
In terms of comfort, health, and just everyday pleasantness: 1980s/1990s. . Air conditioning was the norm. Comm tech was good but not ubiquitous. You had some late Cold War paranoia, but it was really not that bad. Then the Soviets fell and even the Democrats supported global capitalism.
1950s/early1960s USA would beat that out for several reasons, but Western Civ as a whole? 1980s/90s for sure.
