At this point the OP has no choice but to take some action against the santa. The homeowners are fricking with the whole neighborhood by leaving it up and moving the dog around. Time to fight fire with fire. Maybe literally, maybe not but something has to be done to the santa and pictures have to be taken.

I think you need the fear factor style camera that's about waist height but records your face, or a GoPro.
As far as Santa goes, bust a pin size hole in him so that he will emit a really loud pitched whistle, thus drawing out the occupants/serial killers. Record. Post.

Possible someone else in the hood has noticed and is changing up the display for a laugh.

Sorry about the lack if updates, My day job interfered with Santa stalking as I had to entertain "clients"
For the sake of the story I met with the Yakusa to discuss the final solution.
I'm going to bed. House seems occupied and dog blew over again, is now downward facing . I will check for movement in morning.
Btw, the neighbor was not a snowboarder nor in high school. He just acted the type. I was pressed for time in description. Sorry for confusion. Maybe I just wanted the Cory Feldman character subconsciously.
He was probably late 20s and with a bro/stoner vibe, however you want to describe it.
