Haven't been to Juarez but I've been to Nuevo Laredo several times and it is a blast. I imagine many of the border cities are the same.

No sir, we go to chihuahua for work, gold & silver mines. Also Senora is worse. It is a cray-cray place and getting worse. Kidnapping is like the number 5 revenue generating business there. You American?

You realize plenty of tourists visit Juarez every day right? It's not the place you are imagining. Dangerous yes, but it's not like people shoot on sight at any outsider

Hike in the Franklin mountains
Border patrol museum (down transmountain highway from the hiking)
Lucchese boot outlet on Montana by the airport
Eat at L & J cafe for some good Mexican
Eat at Stateline for some BBQ (Sunland Park Track & Casino is nearby, live racing or off track betting depending on day)
Eat at Cattleman's Steakhouse near Fabens for one of the best steaks in TX
Craft beers: Hoppy Monk (national selection) or Tinman (TX breweries), both on Mesa St near utep.
Drunk sluts: Tipsy Tiger on the east side, Ditzy Duck by utep.
Classier drunk Mexican sluts: Malolam, on Mesa.
Juarez: Kentucky Bar invented the margarita and is only a few blocks walking distance from the downtown bridge.
If you are into Asian massages there are a dozen of them on Mesa St.
Jaguars probably has the hottest strippers, Cabaret the skankiest.
You can get a Mexican hooker in Juarez at a "massage" place for $40+ tip, any taxi driver will know where to take you.
That TripAdvisor link above has a lot of legit touristy things that you may find interesting.
Downtown there are some decent bars, clubs, restaurants, and hole in the wall Mexican restaurants and shops but I'm not real familiar with that area.

I know this is a shitty response but I have traveled to El Paso a lot. There really isn't much to do. It just sucks. Sit in your hotel room, watch some Netflix, and wait for your flight home.

As for safety in Juarez, I've been there a half dozen times in the past 12 months and never felt unsafe.
Day, night, during the week, on the weekend, sober, drunk. As long as you don't pick a fight or proposition a middle school girl for sex or cocaine then you will be fine.
You do need a passport and a quarter to get back across the bridge. (They will let you back without a passport but hassle you and possibly fine you)
Also, if you are white or black and in decent shape most people in El Paso will assume you are military. In general the people are very friendly and talkative to strangers.
The traffic sucks dick though, especially on I-10, Montana, and Mesa.

Ive spent time in 8-10 of the 50 most violent cities in the world ( depending on which list you are looking at ), including extended stays in Rio, Salvador, Guatemala City, Porto Alegre, Sao Paulo, and New Orleans.

My El Paso people, actual Messicans, won't even go there.
El Paso doesn't have a lot of stuff to do to be honest. Chihuahuas game. There's a few smaller museums. Rose's cantina. There's a dog track.
Pershing Inn is a pretty cool bar with an outdoor patio.

Drive up to the mountain side at night, really beautiful view of all the city lights.
Shopping downtown at the little booths or Mexican shops, you can find some cheap/cool stuff. Museum was okay.

There are some really great restaurants, on the west side of town, el punto de letche has a cigar bar that is second to none. There is a carriage system that can take you to all of the high end shops. The people are friendly and if you get lost just pull out a few dollars and you will get help immediately. You can also car pool with the locals instead of taking cabs. They are safe and courteous and on Sunday you can get a free shot of tequila at Juan & Urbana. Many, many ATM machines which could come into play. Just remember fake news makes these places out to be nothing, as they really are 5 star Utopias. Take pics and post them. Have fun amigo...
