For a multi-unit building, I would have to think there is a valve for each unit.
The water bill at this property is just split evenly 6 ways to all the apartments. So that tells me it probably just comes in one way and is diverted after the meter.

Pay your bill on time, deadbeat.

Depends on how far into the system the frozen section has occurred. If far into the system....it'll be insulated from the outside temperature and take longer to thaw. If you're able to run water, even at a drip...the passing water will be warmer than the frozen section and the heat will transfer and make the thawing process go faster.

Does anyone in your area even have water to begin with? I haven't had water since yesterday a.m. due to the city issues.

I have no idea but my property manager hasn't indicated to me that it's a building wide issue. I'm not really convinced they're all the brightest bulbs.

Have you checked more than one fixture?
If it's just one fixture, try unscrewing the strainer on the end of the sink faucet. It has a screen on it. When ice goes through the pipe it loosens up rust and debris stuck in the pipe and will clog the faucet strainer especially on an older plumbing system.
If it's more than one, I am puzzled. It should definitely be thawed in the 50's.

It's everything. Both sinks, toilet, shower.

Thanks. I'll start pressing the issue. Clearly ice doesn't magically liquefy all at once at 33 degrees. I just needed to know about how long that process usually takes. Seems like either the plumbers fricked up when they were fixing the busted lines or maybe the city is having issues in my neighborhood.

When you saw the leak, was it just ice, or was water coming out?
Did they repair all the leaks, or is another apartment about to accumulate several feet of water?
