Say you are tribe A and warring with tribe B. B wins. Tribe A can go to tribe C without with no retaliation from Tribe B. Believe that is what happened with the Ouachita Indians, they were absorded by the Caddo Indians after losing a "war". (might be incorrect with that but thats what I was told)
