Allows it to be scanned electronically to insure that it's valid.

will I get punished if I destroy it.
Not exactly, but your license will no longer be valid, so you won't be able to use it to board an airplane or for any other purpose that requires a valid ID and uses the scanning technology.

And, they'd have to be very close to you.
TRUE. A couple of feet actually.

The equipment that could is so damn expensive that only the feds and a few major cities could afford it anyway.
Not so true. I can tell you that it can't be that expensive or hard to get based on my getting scanned by a dude in the Cancun airport that walked by with a piece of luggage that had a reader in it. I remember him getting oddly close to me when I was in line and then jumping out of line. They were using my card by the time my plane landed back in NOLA.

If you are not paranoid your crazy. Convenience in technology works both ways. If it's more convenient for you then it is more convenient for our cruel metal overlords to round us up into camps.

RF scanners are everywhere. Hasn't anyone noticed how they always say they don't do this or don't do that - yet every time some event happens, within a couple hours they tells us that cell phone records show this, credit cards show that, license plate seen here, and so forth?
Dear god

It is a way to keep track of people. The chips are evil - do you really want DHS to have information on you?
The CATO Institute said "“[An EDL] contains a radio frequency identification (RFID) chip, which in turn contains a personal identification number. At the border and beyond, it allows pretty much anyone to figure out your comings and goings. RFID chips are being added to other forms of ID, including credit cards, school ID cards and even library cards."
