People using that meme are likely the same guys that are on the fringe on their 'friend' group. They show up to events even though no one knows exactly how that guy knew about it. He isn't exactly annoying, but the guy stays with a joke way too long even though everyone else moved on. The friends give a polite chuckle because they all know the guy is just struggling just to hang on to life.
