What is the measure of mental illness?

If we eventually turn to looking at mental illness to combat issues with such things as gun ownership, homelessness, criminal activity, etc.. where do you begin to define mental illness, and do we create tiers or castes of mental illness?
I don't believe anyone has an issue defining the guy running around naked yelling at make believe people as "crazy" or mentally ill, but what about those functioning at a sub-par level?
Is the homeless drug addict who uses handouts for a new face tattoo mentally ill? At what point do the decisions one makes factor against their ability to make their own decisions? Is an overweight, lotto ticket buying, smoker on government assistance also mentally ill?
Like if we used IQ, would only those who are sub 80 be labeled Mentally ill, or would we create an "at risk" label for those 81-90?
When people make choices that are probabilistically unwise, aren't they suffering from a form of mental illness? At what point would someone's "choice" & "taste" be classified as mental illness?
Is mental illness quantum by nature i.e. "you are crazy or not crazy, no in-between?"
Is mental illness like Porn i.e. "I know it when I see it" (naked picture in museum is not like naked picture in magazine)

There are different levels of “mentally ill.” Some mentally ill people can function normally and cope with their issues through therapy or medication.
It is a small category of the mentally ill that should be labeled dangerous, or menaces to society. A good way to find these menaces would be to track anonymous forums such as 4chan, 8chan, stormfront, etc. That’s where the majority of these people spew their hatred and ideas.
I have an acquaintance who we think is dangerous. Always talking about murdering the Mexican population, concentration camps, etc. If he gets worse, our friend group is thinking about reporting him.

Is it only hatred that defines mentally ill? World Star fights, theft mobs, knock out game, etc not considered mental illness, this type of actual violence is labeled what, as opposed to "violent thoughts"?
