Is he building onto yours that already exists? If so, then you've already paid by putting more than half of it up for both of you basically.
I had a similar situation, and my neighbor just asked if I minded if he added on to where I left off on his side. He agreed to the same type of posts/color stain so it was no issue for me.

If the above picture is accurate then I'd say you shouldn't pay for shite. Otherwise you ended up paying for 3/4 of the fence.

He's not asking for me to pay but I feel like I should at least think about offering.
I'm thinking I don't owe anything since I paid for half the property line and I paid for that all myself. So half his property on our side of the yard is done.
If he wants to finish it all the way out then I should be good without owing him anything correct?

You should at least offer. It will go along way towards being friendly neighbors especially since he just moved in.
