What is going on on Siegen Lane?

Just drove down Siegen between Airline and the interstate. There is a CATS bus with numerous cop SUV's around it, just sitting there. Then down in front of the Enterprise, there is an 18 wheeler trailer carrying cars that is in the turn lane with cops around it. Then in the plumbing warehouse building by TJ Ribs, there are more cop SUV's and cops are taking to a guy in the parking lot.
Seems hectic. And random. But something is going down.

I drive a lot. I just went from Houma to Essen. Brah y'all can't drive. Trucks hauling arse in the left lane constantly. I counted 10 18 wheelers doing this. And for the love of God when you merge you need to be going the speed of traffic. No wonder there are so many accidents.
