What is a Bias Crime?

I'm in NYC this morning and on the news, they are talking about a random attack of a white woman by a black woman.
The black woman just attacked the white woman, yelling racial slurs, then ran off.
The news said she will be charged with assault & battery, etc, and the DA may decide to charge her with a Bias Crime.
Is that a reverse Hate Crime?

That's what I mean, I wonder if they just call Hate Crimes here Bias Crimes, since Hate is such a negative word, upsetting the libs.

If it was white on black, definitely a hate crime.
Anything else, definitely a bias crime.
