For a square cut, portaband or metabo. If you don't care about it being square, sawzall.

He doesn't know what to use to cut through a 1" pipe, I doubt he has a set of torches in the garage.

If you score it then wrap a rubber band around it tightly and leave it there for 20 - 30 minutes it should snap right off
