Scare tactics. Those numbers are pretty much average for Baton Rouge.
Far more people have died in BR from Covid, but they want us to clutch our pearls over homicides in north BR.
46 in 7 months puts BR on track for 78 for the year. (Using the number on the billboard.)

It was a great program. I was part of the initial launch. The good citizens of the targeted zip codes loved it.
It was a proven program with lots of data to back it up, only Louisisna could screw it up.

They respond to each and everyone of them. Then attempt to solve it and if they are super lucky and can catch the killer(s) with no help from witnesses. Hopefully, the killers are prosecuted and never see the street again but that is highly unlikely.
