Why nationwide?
If it's not required locally they should supply the masks to those that enter rather than walk business.

I actually rarely shop at either, but they aren't privately owned and are publicly traded corporations which have less absolute freedom to mandate whatever they want. Regardless If I were a share holder I would question need for nationwide mandate, and in areas where masks aren't required I would definitely want to see the stores required by corporate to hand out masks rather than walk business in these areas.
