I'm sure if they had a wheelchair they could have given him they would have. The VA employees don't make the rules.

Rather convenient that he's been waiting for a replacement for 2 years and within a week following a news story about strangers in a home improvement store repairing his damaged chair the VA sends him a new one.

Well it does sound like they had one since he got one so quickly. Also, at some level of the VA employees are making the decisions or just don't care to properly do their jobs. I don't think the above comment was directed at all VA employees but the system instead.
