Why didn’t those cops in two different police vehicles do anything?
That video is spliced together. The first video is from a cop. You can see the spotlight from the vehicle. Then he pans forward and you can see the other cop ahead of him with flashing lights.
Around 1 minute the video changes and you can see those two police vehicles are gone.

They weren't cops but they drive decommissioned vehicles - it says so in the video description.

I guarantee the dude recording the video contributed to the extra crashes. Though I did somewhat enjoy the vid, fwiw...
That location is the outside of a curve on the highway. As drivers were approaching, they see a car, likely with flashers on, on the shoulder and a dude shining a light out the window. That couple of seconds of processing "what the hell is he doing" then POW!

At least the large trucks put on their flashers. Seems to be the only ones paying attention.

what happened to the guy in the first car? he was walking around for a min and then the second car comes along. no more movement for the rest of the video.
