Hah. Nope!
The cruise liner radioed Curacao to come help them, then left their asses and sailed to Curacao. Venezuela complained that they didn't render aid to the sailors.
On one hand, the sea is fricking unforgiving and the rule of the open ocean says you help shipwrecked people NO MATTER WHAT. On the other hand, when they're shipwrecked because they were ramming you...

I'd like to see an interview with that cruise ship captain because I bet he's some salty captain who dgaf and wishes he could have shot those bastards dead while they swam for their lives. Glad he saved his ship AND kept his souls on board and free.

A statement by the Venezuelan military (in Spanish) accused the Resolute of "cowardly and criminal" behaviour, "since it did not attend to the rescue of the crew".

I thought that level of stupid entitlement and backwards-arse “blaming” was only here in the US

Additional perspective:
It is absolutely common for foreign countries to park intelligence gathering ships that typically aren't warships in international waters (25+ miles off shore). But, if they're in international you just avoid them and don't get near them.
By all means don't attempt to ram them and get them to dock. And if you do ram them, make sure you have to current edition of Jane's and double check if you're likely to sink your own ship..

Yes sir. The cruise ship absolutely could have been up to no good but the Venezuelan ship had no business trying to force them to dock on Venezuelan soil for inspection. I may do a little digging on this because there may actually be some going ons involved between the two countries for a response like that to have happened.
