They could, but they wouldn’t make them keep the manufacturing in the US because they care about return rates more than anything else. They would discourage that and push them to offshore it. It’s the nature of what they do. A subsidized loan isn’t a bad way to force companies to keep manufacturing here. There are far worse strategies.
