My Guess:
The urinal has a giant leak on the sewer side of the U-bend.
Notice that it is the short urinal. All the urinals probably empty into a slanted pipe behind the wall.
When the other urinals flush, part of the fluid goes out the leak on the short one.
A serious mess in any case....
