You wouldnt need to glove up to ID her, if she was just under a bush. You would be taking pictures instead. I didnt see anyone with a camera

That's true. I camped a few times in Desoto in spring and never once saw another hiker (though I was on closed trails)
Also you don't usually have to register to camp in forrests you just camp. While national parks often have check ins and fees you have to pay.

They use gloves any time they interact with the body or any evidence to prevent contamination.

National Forests and National parks each have regular campsites and back country camping sites. If you want the hook ups and fire pits/benches you can pay for the site. If not, you can back country camp.
GP and BL were planning on back country camping in Yellowstone.

But they also take tons of photos. Since none of the overhead footage showed anyone with a camera, its reasonable to conclude no body was above ground
