The park rangers can go anywhere they want on Federal lands. Most have agreements with the local towns and can also go there when needed. There are rules when dispersed camping. The main ones in the Tetons are storing your food to keep the bears out of your camp and following the fire rules and not making new campsites in the fragile soil. Most people end up dispersed camping because the campgrounds inside the park are full.

You can’t take one persons experience in a situation and apply it across the board to everyone in that same situation. Some people likely can do it. Some likely think it sucks.
