Are you sure 4 or more have die, not including the shooter, to qualify asamass shooting? Mass MURDER, perhaps.
There was a shooting on Mother's Day a few years ago in N.O. where only one person died, but about 30 were shot. That wouldn't be considered a mass shooting?

That is how congress defines a mass shooting. The FBI doesn't have a definition for a mass shooting but instead call it an "Active Shooter" situation.
According to the FBI, they identified 50 incidents in 2016 and 2017 as an "Active Shooter" situation, far less than the anti-gun organizations. The FBI's definition of an "Active Shooter" is: "...one or more individuals actively engaged in killing or attempting to kill people in a populated area."

The Mother's Day shooting definitely wasn't swept under the rug. There was quite a bit of public outrage, presumably because so many innocent bystanders were shot.
The Bunny Friend Park shooting involved a couple of gangs, but a bunch of the 17 people shot had nothing to do with the fight. 8 or 10 assholes from that incident got put in jail.
