Is there anything in your charter that specifies that you should get paid a higher level if you're covering for a higher level position?
Ex job is billed 20 workers and 2 foreman. One foreman goes out and someone else has to fill in for the foreman but you're only paid regular workers pay. The Foreman is scheduled to be out for 3 months which would be the amount of time to get a "legit" Foreman hired.(10+ years exp)
Is there anything that says that whoever is performing that job class' work should be paid that job class' wage?
I heard in the military it's like that, is that a union concept as well....if so what's the name for it?

No
Our pay differs by years in service and rank not mos or job as we say in the civilian world. although certain jobs and special assignments will have extra pay.
And if you are married and/or have high enough rank you also get a housing allowance, the amount varies by rank as well as which installation you are stationed at.

It is nothing like that in the military...you get paid for your rank not billet you fill. I was in a ssgt billet while a cpl in the Marines and got the sane pay as my buddies still in cpl billets.

I thought they had that provision in there for if someone was killed in battle and there was an automatic promotion.

Agree with lsucoonass. Certain rates in the Navy get different special pays and reenlistment bonuses. Different locations allow different housing allowances which will inflate a persons' salary. And so on and so on. Why people think SEALs make $160k plus always confuses me

It is usually in a union contract that reg worker in this situation will be "stepped up" to a temporary foreman class with appropriate pay increase for the designated time period. That's the way it worked at "The Plant" when I was there.

Sounds closer to a GS position rather than the military system. While there are legally ways of "reclassifying" or changing your position description, it generally requires reopening the position for hire (with you competing against the market) for that job.

Buddy in the police said that they have something like that for temp sargents pay if ones not around.
Looking for the word, if there is one, that this concept is called.....temp step?

Contractors on federal projects have something similar to what you're describing with local prevailing wage, wages sometimes split between different positions or assignments, hourly compensation packages for benefits or lack of, but these are not figured uniformly from project to project.
