There's no "I think" to it. It says as much right in the article.

“We have agreed to a common set of rules that will pertain in all of our states — so don’t even think about going to a neighboring state because there’s going to be a different set of conditions," Gov. Cuomo said of the three-state ban. “I believe we’re the only region in the country that has done this."

It really is startling how state governments are swinging a pretty big dick in this whole debacle.

Scary when you think people like Waterboy’s daddy and people like him are the tip of the spear on this.

How people can't understand what is written baffles me
quote:

The three-state shutdown comes a day after Mayor de Blasio moved to close city schools, ban eat-in service at city bars and restaurants and shut down all nightclubs, movie theaters and concert venues in the five boroughs effective 9 a.m. Tuesday. Cuomo’s announcement moves forward that cut-off to Monday evening.

It's not a rolling nightly close up time, it's shut down until they decide to reopen

Restaurants can remain open for take-out and delivery only — and the state is allowing eateries to include booze in to-go orders.

No, it isn't.

"The mandate will begin at 8 p.m. tonight and remain in effect until further notice. Additionally, the governors have banned gatherings of 50 or more people and are discouraging nonessential travel between 8 p.m. and 5 a.m."
