a bullet ricocheting does not change course like that. A bullet shot at the ground does not ricochet upwards, but actually travels along the ground
You realize that the ground and water have different properties that would make a ricochet act differently, right? That is most definitely not tracer paint coming off, as you suggest.

Bullets will ricochet off the ground and the water. I have witnessed tracer and ball ammo ricocheting off both. Also have witnessed full profile of bullet tearing through paper targets after bullet impacted ground short of the target.

Idiots. They are the kind of people that should never handle a firearm. Totally irresponsible and careless. Anyone that disagrees has no business handling guns either.
Edit. Just watched on Reddit. Ragheads,no wonder.

If they are in an uninhabited area, then what is the issue?

You don’t throw rounds out of a rifle indiscriminately. There may be hikers, campers or idiots on the other side that will shoot back. You just don’t know. I never shoot unless I know where that bullet is going. It is the only safe way.

You need to add to your title, “Terrorist shoots”...

I've got an old video of a myself and some friends shooting a .40 S&W handgun in a bayou, can see the bullets impacting the far bank after skipping off the water surface. Army night fire courses, bullets do crazy things after impacting anything. Bullets are spin stabilized at hundreds of thousands of RPM, any yaw introduced by hitting something means they bounce at angles completely differently than something like a thrown ball.
