If this guy was an OT member you people would treat him like OweO. He'd be banned inside of a week. Outside of the killdozer he is the person most of the OT professes to hate.

No, he was allowed to dump in the same spot everyone else in his situation dumped in. If you have a problem with that, contact the state of Colorado.
Only after the illegal zoning went into effect did they require him to hook up, and his only option at that point was to go through Cody.
