The Pink Pussycat on Richmond in Houston used to have that. My stepdad used to drive by that place all the time heading home and some days the sign would have "$5 Pee or Leave". So one day he walked in to see what "$5 Pee or Leave" meant, then got "stuck" there for an hour or soo joining in on cussing anybody that thought about leaving or heading to the pisser while having all you can drink wells.
