I assumed they gave everyone a life jacket that they could choose to wear or not. Is that not the case?

First of all, I still argue if you can't swim, what the frick are you doing on a river.
Second of all, until around 1940s, customers had approximately zero protection, and even earlier than that both customers and employees were working in terribly dangerous conditions. Read the Concrete Jungle, among other titles. So technically it would be the "old" American way.
