I just don't understand how this can happen.
There should be cameras all around and someone on shift should be checking them around the clock.
I admit though, I do not know the workings of a jail/prison.. I understand the right to privacy, but still.. How do they wind up with something to cut steel? and I understand some jails/prisons aren't exactly maximum security for financial reasons I'm sure.
