Sadly, if you can't read by 3rd grade, you probably never will. That part of brain development has passed.
They need to start doing these tests in 1st grade.

This is in Louisiana as well. Third graders take the dibbles test, if you don’t make what they consider a passing score, you stay back in third grade the following year.

There was an article that was posted on the mississippi subreddit that went pretty in depth into the reason why alot of states implemented the 3rd to 4th grade rule...but they didnt fully do what Mississippi did that kind of sealed the results. Stuff got change on the admin level if I remember correctly. Relationship between state and school districts or something
