I'm not sure I follow OP. Where is the bad design? WHO = World Health Organization. Roger Daltrey and Pete Townsend = The Who. "Who Cares" without a question mark indicates that both the WHO and The Who care. "Who cares? We care." I understand this might take more than a few dozen IQ points to understand.

I went to the phone store in Carolina and this kid says for a hundred bucks he would hack my phone so I could get on Baton Rouge internet. Best money I ever spent!
