Make all schools private. Issue a voucher to each child redeemable at the school of their choice equal to the amount of money spent on each child at the state level for education. Let the schools set their own rules. The schools will advertise their cariculum and beliefs and the parents can chose the best school for their child according to their beliefs and what they see fit for their child. If a school wants to pray three times a day and teach the bible great. If not, then you can choose to go or not to go.
If you do education this way schools can specialize their cariculum to cater to different walks of life. Some schools can focus on arts instead of athletics or vice versa. Some schools can specialize in trade education or advanced sciences for college prep. Everyone wins and it keeps the cost of education under control. The schools must stick to a budget or go bust like normal business instead of lobbying and complaining about funding while the administration makes 6 figures per year.

Maybe, but with each school getting to set their own cariculum, you'll have to check before enrolling your kid in said school.
