I don't think anyone denies it's existence or potential uses but why was Katrina purposely steered and intensified to target NOLA?

People in power (and I don't want to ruin this thread by talking about it) gained from it, most Republicans but some key political players.
Think about this: the damage was from flooding not wind. Water damage causes mold and is more difficult to repair. This would explain why the levees weren't in good order.
