You can argue all day long that Texas as a state > Louisiana, but at no point in that argument would you ever say the words Vidor, Port Arthur, Orange, Beaumont, or Bridge City.

It’s because the goal is phase 4. If we enter phase 1, we are two weeks closer to phase 4. Now, we are not.
