How could anyone blame Bret? If you remember the documentaries, Bret went up to Shawn well before the Screw job and told him "I have no problem dropping the belt to you."
Shawn, being who he was, replied right back to him saying "I appreciate that. But just to let you know, I would never do that for you" and then just walked away from him. I wouldn't have done the job for Shawn Michaels either after that remark from him. Bret also had reasonable creative control in his contract.
The screw job was a direct result of Vince, HBK and Triple H
