The purpose of the arrests was to keep order and control. That was achieved, no need for further prosecution. People should not be fined for excercising their rights.

Anybody who thinks those people were ever going to be prosecuted is living in a fantasy world. They wanted to get the non-peaceful agitators off the street and nothing more.
