They have borders and barriers (walls). They monitor who comes in an out. Armed border guards who question everyone seeking entry.
Extortion and violence toward local businesses. They’ve been asked to pay a fee to stay in operation—sounds like the mafia.
It was built on land formerly founded by the Seattle police department, Local government, and citizens, but they wanted that land, so they planted a flag and stole it.
