I’ve seen that guy consistently there - also a tall/thin white guy who drags his 70+ yr old “Mom” out there and she can’t stand upright - her back is at a 45 degree angle from her waist - head to the ground. Really, really sad.

New Iberia has a guy who sits at the intersection of Dale and Center St. (Hwy 14).

It seems to me that a person standing for hours on end on a 1 - 2 foot wide median between multiple moving cars is a public safety concern.
I absolutely believe that a cop could make sure they aren't panhandling on that median.
