While you may or may not be right again it's important to remember the timing of the Doolittle raid

We weren't sure what the result of the Pacific war would look like at that point and weren't sure if we could defeat Germany at all.

The question of what to eventually do about the USSR was way down the priority list

Ironic that in 1946 we were asking Japan if we could bomb the Soviet Union from there.

This sounds like the best explanation IMO.
