Do any posters in here know anyone at the IRS? I am sure he didn't claim any of the $ he recieved and we have his name and dozens of posters who have given him $. I hate the IRS but maybe they could be useful for once and arrest this frick

I dont think you need to know anyone at the IRS to report him. You simply report him. not that i condone this, or non-condone this.

what the frick would the irs do, come and arrest a panhandler? 
they would have absolutely no idea to determine how much money he's hidden from them

I have no idea, maybe arrest him for tax evasion for unclaimed income or filing false returns. Its obvious this is his job and I am sure he claimed zero income on his returns, if he even filed, so maybe some sworn statements from people that have given him money and the arrest reports would be enough to show he is a tax evader? It would be a win-win, this guy could get locked up and the IRS would be useful for once.
