The first capital of New York state was Kingston. It became the capital in 1777, and was burned by the British on October 13 of that year, after the Battles of Saratoga.
As early as 1614 it was the location of a factorij, Dutch for "trading post", which gave us our word "factory".

It would help to explain what the Human Development Index is based on. I had to check Wikipedia. Being ahead of every country except Japan on that list isn't much of an accomplishment. It's basically a measure of life quality.
The US is 8th overall, Norway and Australia are 1/2.

Kingston is an unincorporated community in DeSoto Parish, Louisiana, United States. It is located approximately 16 miles south of Shreveport near the intersection of Louisiana Highway 175 and Louisiana Highway 5.

That list isn't by population. It's ranking the 12 most populous countries by quality of life.
