I've read multiple accounts of this story, and it doesn't seem plausible. She was having a grand mal seizure so a venue employee body slammed her and put her in a choke hold? Security was called, so they tazed her in the chest three times while she was lying on the ground? I can't see even cops being this stupid.
That being said, if any of it's true, she needs to get paid. A lot.
The second thing that should happen is that custody should be taken from the mother. The girl already had paramedics called to school earlier in the afternoon to treat her for seizures, then her mother lets her go to this event.
Moms is stupid and doesn't need to be caring for a daughter with serious health issues.

My guess is this was some private "security" company that are often are hired for these types of events.
ETA: if any real cops were involved, they are done. The fact there had been no more reporting since that link I posted makes me think this is a sure fire non-story.
