This coupled with a report that wet cement has been spilled on I-110 North for several miles it looked like Baton Rouge fricked its own traffic up without the help of the President.

The only way I see that happening there is homeboy was turning off Industriplex and tried to beat the light then locked the breaks due to traffic or his turn.
