No, not even close in my experience. Atlanta has nothing like gutter punks, nor anything like the obese bums around Jackson Square.

I was in Atlanta for the peach bowl and it was fine. Way more bible thumpers than bums. And I saw a bum with an iPhone, thought it was pretty funny.
