I had a poli sci professor at LSU who got in trouble a couple times for being a peeping Tom.
Right before one of our spring semester courses he got aressted for trespassing I believe. He went over to a grad student's(?) house, drank a bunch of scotch, shite his pants, was asked to leave and didn't. We had a TA teach the course that semester. I think the prof. was let go from the University after that.
I took Latin at LSU and every Latin professor was out there.

Several points:
1. Are you talking about University, Elementary, High? If you were referring to Elementary or High School, then I might have to disagree with you. Yes, many from foreign countries want to come here for University because the best universities here are some of the best anywhere, but overall, the lower tier universities drag overall education down. Not so much at the University level but certainly at High School and elementary level and that's why people don't flock here from other First World countries for Elementary and high school.
2. When you say other countries are you talking about First World countries or third world shitholes? Obviously if we're talking about places like Kenya then any of our schools are going to be better than them but I was comparing US education to other first world education systems.
3. Are they coming here for the education or for the job opportunities that are provided by the US economy after they leave University?
4. Are they coming because there's opportunities in foreign exchange programs for them to get their feet on the soil here and experience what America's about since one of our biggest exports is popular culture? How many of those foreign citizens would have an opportunity to come here for an extended period of time without foreign exchange programs? Being the top at anything in your country provides you an opportunity that you otherwise might not have, to visit other countries
