I would agree with you if we are talking about the government not telling people how to spend their own money. As far as telling people how to spend handouts, they should just be happy to get the handouts

Huge gray area here.
No it isn't

While poor people on government handouts should not be spending their money on expensive food, cigarettes, alcohol, etc,
By no means they should

We should remove the ability to shop at all for these people.
Have distribution centers where they can receive large sacks of rice and beans. Maybe some other donated produce. Or day old bakery stuff. Things that grocery stores would throw away.
No reason they should be able to shop at the regular stores and buy things that hard working people can't afford.

I know a black guy that has a pretty dang good job, comes from money, and sells food stamps for extra cash.
He has a baby mama and child that he supports. She doesn't work and they aren't married so she qualifies for a ton of food stamps since she has a child. He sells them for 50-75% of their value in cash to people in his neighborhood.
Bothers the shite out of me.
ETA:
Pretty clever though.

This, is something I can get behind. I bet then they would get off their asses then. Why should they continue to eat top shelf off someone else's dime?

Oldest trick in the food stamp book. My childhood friend's cousin would trick a bunch of women to selling their food stamps and giving him the money so he can buy a bunch of dope and sell it.

So if your neighbor asked you for some money to buy groceries for their family because they didnt have a job but instead bought lotto tickets would you give that neighbor money the next time he asked?

You are right. You know why this is not the case though? All the major food companies would take a 20% loss in revenue in one year if the leaches could not use our money to buy their shitty food. Crony capitalism at its finest and we get stuck with the bill.

Biggest thing that bothers me is they are allowed to buy crap food.
Soft drinks, sugary punch, candy, etc. should not be eligible with food stamps.
Eggs, bread, milk, fruits, vegetables, pasta, etc. should be what is encouraged to buy.
