Not sure. The nuclear waste dump has been public knowledge since the 70s (when white flight started to occur in STL). Public knowledge. Therefore, perhaps she's insinuating that only white people had the financial means to escape the area while poor jobless black people didn't. And if I'm right, that would imply that black people didn't have the financial means because white people weren't hiring them.

Therefore, the blame is directly on white privilege.
