NPR used the Red Cross tax filings to disprove this inflated number a decade ago. It is closer to low 70% according to tax filings.

That 5% figure sounds like what I've heard about Wounded Warrior before, not sure if that's the one you were thinking of though. I've heard OHT (Operation Hat Trick) is a more honest charity for wounded service members and veterans.
