No. The left lane is used frequently for turning in the city. On the interstate, the left lane is never a merge lane and rarely an exit lane. Completely different uses for the left lane in cities vs on highways

Explain how on a stretch of roadway with frequent left hand turns that it could be considered a passing lane. That makes zero sense.
