None of these people are intelligent. Someone comes up with a blueprint and they all share it with each other. The problem in this country is lax law enforcement. The inmates are running the asylum.

Compared to the other rampant fraud in the department, this seems like peanuts.
I'm not condoning corruption. But a decent plumber can make 100K a year. S&WB paying 55K to the guy in charge of inspections... and that's probably more than the actual inspectors.
When you pay crap wages... you get crap employees... who can be easily bribed.
